Over the last 4 years, Herefordshire Greenlinks has been active in persuading the Council to initiate this - and efforts have been rewarded! Procuring the Future
This is the Government advice to Local Authorities about best practice in procurement and it emphasises the value of looking at 'green' criteria rather than just cheapest price.

On p 64 you will find reference to the work of New Economics Foundation with Northumberland Council, showing how they switched 10% of their procurement to local and it put an extra £35m into the local economy - 5 times the original regeneration budget!
